I am 5'5" tall and can't find a bike that doesn't fit me. Have you ever been to Japan? They don't make bikes for tall people, you are just the right size for every bike.

You certainly are tall enough to ride a motorcycle, but not any motorcycle on earth. I'm 5'10' tall and have found bikes I consider too tall. Generally short people ride cruisers, but cruisers covers a lot of ground from a Harley-Davidson Sportster to a Yamaha V-Max.

You're a bit short, but it's no big deal. Just accept that as your limitation - you're going to have to be careful about learning to ride, the stops & starts when you are riding, and you'll be somewhat limited in your choice of bikes.
Lots of bikes (esp BMWs) have low options, including lowering links, low seats, and the like. Unless you get some butt-on-the-pavement cruiser, which I don't recommend as a learner, you'll probably only be able to put one foot down comfortably, and maybe tippy-toes on the other.
Sit on a bike before you buy it - advertised seat heights don't tell you the seat width, so two seats of the same height might be different if one is skinnier and you can touch the ground. Buy the sturdiest, armored boots you can find - something from Aerostich maybe, or Alpinestars - so you have ankle support. That will help you keep the bike upright. And learn to look for road hazards when you stop - to be sure that you're not putting your foot down on uneven pavement or a pothole. And make sure you can pick the bike up by yourself! There's lots of videos on YouTube about how to do this safely.

It's your inseam that matters more than your actually height. Measure your inseam and compare that to the seat height specs to get some idea of what motorcycles would best suit you. Once you have some motorcycles in mind, visit the dealerships and sit on the bikes for true fit.
Ofcourse you are. Ninja 250r has decently low seat height. But you can really just lower any bike you like with lowering links. You exchange these metal pieces underneath the seat/suspension - hard to explain, all bikes are different - and it has several settings where you can easily have rear of the bike lowered by 1-2 inches, which is a lot actually.
Cruisers are deffinatly easier with the seat height issue. I'm 5'9'' and I had so much extra height on a shadow 600 vlx, it looked funny, and i have short legs. As long as you can partially stand on one foot at least, you're alright.

Sport bike seats tend to be higher so there's more clearance for radical lean angles, so even though they lack legroom (the pegs are WTF high too), that may not be comfortable for you. Besides, sportbikes are not the best beginner bikes, even most of the 600s. A cruiser style bike will let you flat foot it with both feet when stopped, but I'd say get a kids' dirtbike to learn off road. Dirt's softer than asphalt & skids & stuff happens slower. Great place to learn, the dirt. Only problem may be the dearth of lower seat dual sport bikes, so you'd have to have a dirt bike + street bike. Or just get the dirt bike first & sell it when you're comfortable controlling it.

I'm 5'3, female and currently ride a Yamaha XJ6 Diversion. I know girls plenty shorter than me who ride bikes. Being able to flat foot is a great confidence builder but after a while you learn to live with tippy toeing if need be.
Failing that you can have most bikes lowered where it be by lowering links (dog bones), shorter shocks, having your seated carved / sculpted out ect....

Yes you can find bikes out there that have a lower stance like a Honda Rebel 250cc or even a Harley Sportster plus you can always find lowering kits that will lower the seat and ride height of just about any bike

Of course! There's two things to consider here. First, is that they make dirt bikes for children as young as 4 years old, and even modern sportbikes have models that are more comfortable for shorter riders than taller ones. For example, a Yamaha YZF R6 sportbike is uncomfortable for someone over about 5'11.

Starting out, you may feel a bit more comfortable with a particularly low seat, but you are tall enough. Look up Jay "Pee Wee" Gleason, or most MotoGP riders. They are like jockeys!
