No, they are pieces of trash, literally. They are not reliable at all and has one issue after the next, not to mention getting parts for them is near impossible. Get something worth your money that you can trust, like a Honda, Yamaha, Suzuki, or Kawasaki.

TaoTao and many other scooters are pretty good. It is a basic transportation and cheap ($639-$695 for a new one). Most chinese scooters have the same engines. As for parts, it is easy to find. All parts are generic and will fit all chinese scooters. The only hard part is fixing it yourself because most shops will not fix it. If you want to buy it, you need to know a little mechanical. If you want a reliable scooter, change engine oil with valvoline motorcycle oil 10w40 and valvoline 75w95 gear oil often.

Below are sites to the dealers/distributors that are trusted, larger inventories of scooter parts to support these scooters and technical support if you need anything (massimotor and motosportparts are the same company). So with the price that the local guy offered you, I would not buy it. It is used. You can buy a new one for prices mentioned above.

Ask yourself these questions before buying a non brand-name bike.

Brand name = Honda, Suzuki, Yamaha, Vespa

Are there any shops near you that will repair it?

Do you know where to get parts for it?

They are terrible, the only way anyone ever sells these things are to people who have no idea what they are buying.
