it depends on your state and laws. try looking online at the DMV site they should tell you how much cc it has to have to be qualified as a motorcycle if it doesnt i think the handbooks will tell you. the handsbooks for get your permit. the picture diagram of the different licenses like class 1 , class 2, class 3 all that.
in my opinon you can get a license and still drive you scooter but if your asking iif you can get your license by taking your scooter to the road test and use that as the vehicle then i dont think you can since it too small.

Check your DMV rules for driving test- definition of motorcycle and 'moped' varies- usually in engine size and speed restrictions, license plate issued. Does here in Wisconsin which also say 50cc scooters with 'moped' plates don't need motorcycle endorsement, but motorcycle observed test must be done on motorcycle license plated vehicle to get motorcycle license.. . .

If you are riding in a road than a license is always necessity If you don't have a permit or licenses then you should not ride your scooter on road. It just a matter of fact that you have to pay some money to policemen. I would say apply for permit because it will take only 3 days to get you a learning license.

Probably not no. Usually need at least a 150cc bike for any motorcycle test.

getting the license doesnt depend on the vehicle you drive, the license depends on you taking the nessecary state required tests.
