The DSA have a list of bikes which give out no more than 33 bhp. Mostly small cruiser type bikes around 250cc and stuff like Lambretta scooters.
You can ride anything though, as long as it has a restrictor kit fitted and a certificate from your dealer to prove it.
Fancy a fireblade? ZX12? They won't be nice to ride though with the engine throttled back.
Poular bikes that can be restricted for restricted A1 licence holders are:
Yamaha 600 Fazer.
Honda CB500
Honda CB600F hornet.
Suzuki Bandit.
Yamaha 535 Virago (not much required on this one).

BHP is engine power; cc's are the size of the engine. A bigger engine can make more power, but they don't translate directly.
That said, it's just about impossible to find a 250 cc bike that makes more than that, and some make considerably less.

One can not develop a direct correlation between cc and bhp. A 40 cc pocket bike can produce 26 bhp while a 250 cc scooter produces 21 bhp. It all depends on the type of engine (2 stoke, 4 stroke), cylinder bore and stroke, fuel delivery curve, cam shaft lift and degrees, valve type and size, combustion chamber shape, ignition configuration and timing, intake and exhaust manifold shapes and sizes, exhaust pipe shape and size. And probably more things that I can not remember at the moment.

Bhp refers to Brake horse power. In other words the amount of power generated by the engine at the output shaft. Power at the rear wheel will be somewhat less. CC is simply a measure of displacement or the size of the motor: not a measure of output.

BHP is the power at the rear wheel, so you can have as many cc's as you like, As long as the power is restricted to 33bhp.
