This is what I don't understand,

Motorcycle Riding Test
Individuals must take the motorcycle riding test unless the individual is:

-18 years of age or older, has completed a motorcycle safety course and holds a valid, unrestricted Texas Class A, B or C driver license;
-18 years of age or older and is transferring a valid, unrestricted motorcycle license from another state;
-Applying for a motorcycle learner license (J restriction—see “Class M Restrictions” section below); or
-Only going to ride mopeds (K restriction—see “Class M Restrictions” section below).

but they say this,

In addition to the motorcycle safety course, individuals under 18 years of age must:

-Have a Class C learner license or driver license; and Complete the classroom phase of a driver education course before a motorcycle safety course can be taken.
(The behind-the-wheel part of driver education is not needed to take the motorcycle safety course or apply for a Class M.)

I've done all of that,

but what I what to know is since I'm 19 and have a learners permit although they described to me was a restricted licenses because I was too old to receive a learners permit. could I get a motorcycle license without getting a full driver license by taking the motorcycle course?

No, in the state of Texas, the the legal ability to ride a motorcycle is an endorsement on your driver's license, hence you must have a full (unrestricted) driver's license to obtain your motorcycle endorsement.



Honestly, If you cannot pass the drivers test and get your full license, you should completely ignore motorcycles until you are able to pass. The risk is significantly higher on a motorcycle than in a car, and ideally you should have a few years on driving experience before undertaking riding a motorcycle. It is not your ability to manipulate the machine that is in question, it is your experience reacting to the traffic around you. In order to ride safely you must have the understanding that every single car on the road is trying actively to kill you, whether they show it or not.



Get your driver's licence, drive for a little while on the street and then take the MSF if you have not already. Then it just a matter of paying the fee and processing the paperwork.

Sure that you may get a Texas Driver's and bike license. In case you get a Texas license you may also need to forfeit your different state. Which you can now most effective maintain one state, except you show you hold realstate in a couple of state. The way in which FL works is if you want a FL license and wish to preserve the other state's, the FL one says, "good best within the STATE OF FLORIDA". Texas could or may not do the same.
