The February 2006 issue of Cycle World magazine has a comparison test of eight different motorcycles that would all fit your requirements. I like the Honda Rebel and the Kawasaki Ninja 250. Both will deliver 75+ MPG and easilly reach highway speeds.

yes brobaly a 250cc motorcycle i had one when i ws 15 it would only go about 80 mph tops and took a while to get there but got 70+ mpg.
